Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  •  Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

 

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanagh Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The Senior Technical Advisor, Performance and Learning will support the Director of MERL and Performance and the SKALA leadership team with strategic advice and specific contributions to deliver SKALA’s M&E and overall learning, research, communications, and advocacy agenda. This strategic advice will relate specifically to the technical and geographic context of SKALA’s operation.  The position will ensure that the MERL team can provide highly targeted and context relevant systems, frameworks and  products to support evidence-based management for SKALA. It will also assist the team to bridge any technical gaps in understanding or presenting findings within the program and/or developing management responses as needed. The position will also strengthen the team’s M&E capacity and contribute to capacity building in the subnational governance sector more broadly, and play a pivotal role in ensuring the effective and efficient delivery of MERL, knowledge and reporting across SKALA’s pillars of delivery.

About You

Specific Responsibilities 

As requested by the MERL and Performance Director, the Senior Advisor will advise on: 

  • strategic direction for SKALA’s MERL team, specifically in relation to responding appropriately to the context of multi-level governance and basic service provision in Indonesia. 
  • the implementation and annual updating of the SKALA MERL Plan. 
  • data collection protocols and information management systems, design of thematic monitoring studies and impact evaluations. 
  • integrating learning into SKALA and partner government systems. 

As requested by the Team Leader or MERL and Performance Director contribute to: 

  • preparation of technical, reporting and communications documents and visual representations of data for both internal and external audiences. 
  • quality oversight of MERL staff data collection and data entry activities including QRR processes. 
  • specific research efforts. 
  • the development or implementation of management processes. 

 

Reporting 

  • Contribute to efficient and timely output of all M&E and communications frameworks, quality reports and strategies. 
  • Collaborate with SKALA’s management team to develop feature reports and significant changes stories, to feed into SKALA’s knowledge products and dissemination events. 
  • Ensure all reports are prepared to a professional standard. 
  • Lead high-level partnerships and engagement in research and communication. 

 

Compliance 

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. 
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA. 
  • Proactively identify and report risks and manage risks within your level of accountability.  

 

Job Requirements 

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. 
  • Work may require long, and flexible hours as needed. Travel is based on need.

 

Relationship Management 

The Senior Technical Advisor on Performance and Learning will work closely and effectively with the MERL and Performance Director, MERL team and all internal and external stakeholders. 

Selection Criteria

·         Tertiary qualification in International Relations/ Development, and/ or relative technical field or related discipline. 

·         At least 10 years’ experience in MERL of governance programs in Indonesia and experience in the development and implementation of practical and useful MERL reporting frameworks relevant to SKALA activities. 

·         Strong knowledge of the history and issues surrounding Indonesian decentralisation and subnational service delivery, including familiarity with key players and themes across levels of government.  

·         Demonstrated experience designing and implementing quantitative and/or qualitative research efforts, particularly on issues relating to governance or service delivery.  

·         Demonstrated experience designing and implementing quantitative and qualitative data collection and reporting methods for governance programs and experience facilitating internal and external learning from findings with relevant stakeholders. 

·         Demonstrated experience in DFAT/donor MERL implementation and reporting requirements. 

·         Experience with and understanding of management issues in a dynamic and dispersed implementation environment for a large and complex program. 

·         Outstanding analytical and written skills, in English, with experience producing high quality reports and other documentation for policy- and development-focused audiences. 

·         Demonstrated ability to communicate in Bahasa Indonesia. 

·         Demonstrated high level interpersonal and cross-cultural skills, with the ability develop and maintain effective relationships with a diverse range of stakeholders, including DFAT. 

·         Proven organisational skills and attention to detail, with ability to prioritise own workload, work effectively both independently and as part of a team, and deliver quality outputs within agreed timeframes. 


Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
