Position Summary: 

DT Global seeks highly motivated and experienced individuals interested in being considered for proposed Technical Expert positions for an anticipated USAID/Philippines-funded water supply and sanitation project. This project will increase access to resilient water supply and sanitation services, improve sustainable management of water resources and strengthen water sector governance. For the Philippines, long-term water security is vital to sustaining its economic growth and achieving other important national goals: improved health and welfare for the poor and most vulnerable; socio-economic and ecological resilience to recurring shocks; and peace and stability. The activity will support all three Development Objectives (DO) of USAID/Philippines’ Country Development Cooperation Strategy.

DT Global is seeking international development professionals in the fields of: 

  • Water Supply & Sanitation Advisor - Supervise activities that lead to increased access to water supply and sanitation services. 
  • Water Resources Management Advisor - Supervise activities that lead to increased sustainability and management of water resources. 
  • Governance & Resilience Advisor - Assist in strengthening water sector governance and regulatory frameworks in collaboration with local stakeholders. 
  • Resource Mobilization Advisor - Identify, implement, and monitor activities that mobilize funds in the water sector.
  • MEL Specialist - Develop M&E system; assist with capturing & reporting results and reflecting on key learning questions.
  • Gender and Social Inclusion Specialist - Ensure that gender equality, social inclusion and women’s empowerment are addressed throughout the activity.

Education & Minimum Qualifications

Advisor Positions: 

  • Minimum education: Bachelor’s degree in a relevant field, Master’s degree in a relevant field preferred.
  • Minimum of 10 years of experience in a relevant field. 
  • Understanding of and experience implementing development programs in the Philippines.
  • Experience supporting donor-funded programs in similar context required; USAID project experience preferred.
  • Excellent written and oral communications skills required.
  • Fluency in English required.

Specialist Positions:

  • Minimum education: Bachelor’s degree in a relevant field. Master’s degree in a relevant field preferred.
  • Minimum of 7 years of experience in relevant field, 
  • Understanding of and experience development implementing programs in the Philippines.
  • Experience contributing to donor-funded programs in similar context required; USAID project experience preferred.
  • Excellent written and oral communications skills required.
  • Fluency in English strongly preferred, other local languages a plus.

The project will be based in Manila, Philippines. Recruitment is contingent upon successful award of the project, and selection of final applicants is subject to USAID approval. National candidates and persons from historically under-represented groups, including women, are encouraged to apply.
