Project Background: The United States Agency for International Development (USAID) Collaborative Fisheries Management or “Bersama Kelola Perikanan” Ber-IKAN Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable fisheries management. This five-year project contributes to the 2020-2024 USAID/Indonesia’s Country Development Cooperation Strategy (CDCS) and focuses on the following four main objectives:

 

Position Summary: DT Global is seeking a Capacity Building Specialist to lead institutional strengthening and other capacity building activities to strengthen national and provincial governance, ensure adequate government funding of management, and build effective engagement by industry, civil society organizations, and organizations representing small-scale fisheries in co-management. DT Global is supporting implementation of the project under the Prime Contractor, Resonance, along with a cohort of other partners. 

 

Primary Responsibilities:

  • Integrate capacity building strategies across the Ber-IKAN project to help stakeholders develop the knowledge, skills, resources, systems, and incentive structures needed to independently sustain improved fisheries management practices
  • Recommend and oversee capacity building approaches and strategies in the design and implementation of the grants program to effectively engage diverse stakeholders and support local organizations, especially new partners, to achieve Ber-IKAN objectives and ensure the sustainability of interventions beyond the life of the project
  • Develop a methodology and approach for conducting annual performance-based capacity self-assessments with each counterpart and grantee
  • Assist grantees in developing and implementing annual capacity improvement plans
  • Support the Ber-IKAN implementation team to conduct a capacity assessment on an annual basis
  • Design and implement domestic resource mobilization strategies and activities that assist KKP and provincial/district governments to integrate improved fisheries management intervention into their annual budgets

 

Education & Minimum Qualifications:

  • BA/BS in a relevant field of study, MS/MA preferred
  • 4-7 years of experience working with the Government of Indonesia and civil society stakeholders on environment, conservation, or fisheries projects.
  • Experience working inside government partners to implement development projects
  • Experience working with and/or knowledge of Indonesia’s Ministry of Marine Affairs and Fisheries (Kementerian Kelautan dan Perikanan) (KKP) preferred
  • Understanding of fisheries and issues threatening marine biodiversity, such as overfishing, IUU, and habitat loss
  • Experience working with USAID or other donor-supported programs on community capacity development
  • Familiarity with gender and socially inclusive implementation approaches
  • Strong interpersonal and communication skills and adherence to cultural sensitivity and diplomacy
  • Strong analytical skills and problem solving, including demonstrated ability to effectively communicate strategies or plans to stakeholders and co-workers
  • Excellent conceptual, oral, and written communication skills in English and Bahasa Indonesian
  • Proficiency in MS Word, Excel, PowerPoint and Outlook required
  • Proven ability to work under pressure in an ambiguous environment and meet management deadlines
  • Legal authorization to work in Indonesia
