Program Background

 

The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by DT Global. KIAT’s overarching goal is to support ‘sustainable and inclusive economic growth through improved access to infrastructure for all people’. To support this goal, KIAT works with the Government of Indonesia (GoI), Government of Australia, the private sector, Multilateral Development Banks (MDB) and other development partners, as well as civil society to help achieve the following outcomes:

 

1.       Improved GoI policy and regulatory framework for infrastructure development

2.       High quality projects prepared and financed by GoI, the private sector and / or MDBs

3.       High quality infrastructure delivery, management, and maintenance by GoI

4.       Infrastructure policies, design and delivery are more inclusive for women and people with disabilities

 

The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability, and Social Inclusion (GEDSI); and Infrastructure Funding and Financing. KIAT is also expanding its infrastructure activities in the areas of climate change, urbanisation, and private sector participation.

The Role

The Transport Economist will provide policy advice, develop transport sector and sub-sector strategies (roads, urban transport, railways, aviation and port), undertake economic assessments of systems and projects, and provide advice on the economic and financial impacts of transport projects, policies and initiatives. The position will conduct economic appraisals, develop business cases, evaluate economic impact of programs, provide input to feasibility studies and transport planning, and prepare socioeconomic forecasts for projects. The position will work across KIAT’s transport streams including National Roads, Sub-national Roads and Urban Mobility, and will interface with KIAT cross-cutting teams in Climate Change, and Gender Equality, Disability and Social Inclusion (GEDSI).

About You

Essential:

·       A postgraduate qualification in Economics, Transport Planning, Commerce, Finance or a related field

·       At least 10 years of professional experience in transport economics

·       In-depth understanding of and experience in intergovernmental fiscal transfers for transport funding, transport and land use planning, economics, cost-benefit analysis of projects and systems and business case development

·       Previous experience in consulting or public sector

·       Previous international development sector experience

·       Excellent communication skills in writing reports, preparing concept notes, and terms of reference, and delivering presentations to a high standard 

·       Proficiency in the use of analytical tools, including Microsoft Office

·       Ability and/or interest in all or some sub-sectors, including aviation, ports, railways, roads and urban mobility

·       Fluent English language capabilities

·       Understanding and experience of applying or a desire to learn and apply DFAT policies, including but not limited to GEDSI and safeguards such as Child Protection

·       Self-motivated, innovative, creative and lateral thinking ability

·       Willing to work as part of a multi-disciplinary team with the ability to assist and support team members

Desirable:

·       Experience in Indonesia and/or South East Asia

·       Bahasa Indonesia language capabilities

Remuneration
Based on DFAT standard Aid Adviser Renumeration Framework (ARF) rates (assessed as ARF classification C4). Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
