Overview:  DT Global is seeking a Cost and Pricing Manager to lead the the proposal budgeting process for business development efforts. The Cost and Pricing Manager will serve as an integral part of business development efforts with responsibility for leading the preparation, review, and submission of a range of cost proposals/applications, in response to specific client/donor solicitation requirements and relevant regulations. The Cost and Pricing Manager will assume the responsibility for competitive and fully compliant cost proposals/applications

This position will report to the Director of Contracts, Compliance, and Pricing.
 
The Cost and Pricing Manager will conduct an in-depth review of all assigned solicitations, establish cost and pricing data for the development of proposals/applications in accordance with solicitation requirements and donor compliance, analyze and convey solicitation requirements to business development teams and senior management, prepare the cost volume (including budget, representations & certifications,  narrative, and other supporting documentation), maintain all proposal documentation and supporting files, and work with partners and sub awardees in relation to the effort.

Tasks and Responsibilities:

  •  Prepares a wide range of cost proposals/applications with exceeding complexity in response to specific solicitation requirements and relevant regulations
  •  Leads the proposal budget and budget narrative development process for assigned business development opportunities
  •  Guides business development teams through the budgeting process, ensures team members are educated on client requirements and compliance, and coordinates with team on strategic issues
  • Leads proposal teams on pricing strategy, facilitates proposal pricing strategy meetings, and provides analysis related to price to win
  • Ensures proposals comply with DT Global corporate policy
  • Collects, prepares, and analyzes historical cost data for use in budgeting
  • Conducts internal budget reviews during proposal period
  • Presents budget reviews to key stakeholders including executive leadership
  • Documents all cost assumptions
  • Prepares, edits, and finalizes explanatory budget narrative, reps and certs and supporting documentation to accompany budget in cost proposal 
  • Creates and/or modifies budget spreadsheet templates in accordance with client requirements 
  • Manages partners and sub awardees as a part of the proposal process and perform activities including developing budget templates, providing budget assumptions, negotiating budgets, reviewing budgets and notes, and ensuring final submissions conform to client requirements 
  • Attends and participates in transition meetings of successful awards 
  • Assists colleagues with other budget development activities such as contract/subcontract budgets, task orders and pipeline analyses and reviews project budgets as needed during non-proposal periods
  • Support development and management of DT Global’s standard cost proposal/application templates
  • Trains DT Global staff on topics related to cost and pricing

Education & Minimum Qualifications: 

  •         Bachelor’s degree or equivalent combination of education and experience
  •         Minimum 5 years of experience managing proposal cost/pricing for a USAID implementer
  •         Strong understanding of USAID rules and regulations, including familiarity with the FAR, AIDAR, DSSR, and CFR
  •         Working knowledge of all award types including: CPFF, CPAF, Cooperative Agreements/Grants, FFP, T&M and IDIQ
  •         Ability to work independently and effectively on multiple proposal efforts, toward the achievement of a fully compliant and competitive proposal.
  •         Experience working under hard deadlines and managing multi-deliverable projects
  •         Working knowledge of various project financial indicators and accounting principals
  •         Ability to think critically through complex business problems and communicate your work to a diverse audience including clients, partners, technical experts, proposal managers and executives.
  •         Strong Microsoft Excel skills, including experience using logical functions and named ranges
  •         Desire to be part of a business that has a mission beyond commerce
  •         Proficiency with MS Word, Excel, PowerPoint, and Outlook required
