HR Advisor (Country Programs) 

(7-month interim cover) 

 

Place in the organisation 

This role is part of the HR Advisor team, which functionally supports HR Coordinators (referred to as HRCos) and HR teams in MSF OCA country programs, with the ultimate aim of supporting operational objectives. Each HR Advisor has a portfolio of countries and works closely with the Operations desk/s managing them.   

They also work closely with other Office Teams (for instance linking with L&D Advisors on the direction of overall missing staffing strategies or with stakeholders bringing expertise or steering on specific topics such as compensation and benefits, or performance management) and collaboratively within the HRA team to share expertise and bring forward initiatives on how to improve the HR support offer.  

 

Main Responsibilities and Accountabilities 

  • You are the focal point for staffing in country programs, including the single point of contact from Operations, regarding HR, within the defined scope. 

  • You maintain an effective relationship with your remote teams, you are aware of the challenges in the field, and you organise the support to fulfil those needs. You keep yourself informed about the assigned programs and their context and act as a source of information for new HR staff in those programs. 

  • You advise the HRCo on how to tailor general policies, strategies, procedures and guidelines to the local situation. You support with advice and deliverables and overcome issues in applying or using them in the field. You monitor the quality of the processes and results in the mission in HR and ensure the appropriate level is attained. 

  • You work closely together with the other OST team members, securing coherence of all actions and keeping an overview. 

  • You are in close contact with different stakeholders to initiate, customize, and make improvements to policies, procedures and (new) tools, based on your experience with the reality in country programs. 

  • Suggestions/ proposals for OCA’s baseline policies and procedures (‘reality check’) 

  • Proposed course of action in emergencies 

  • Benefits from information exchange between one’s department and the mission (liaison) 

 
Candidate Profile 

  • HRCo experience (ideally in multiple contexts) in MSF country programmes is essential

  • At least 3 years' experience of HR at a senior level 

  • In-depth knowledge of the MSF/ OCA ways of working/ policies in country programs in HR 

  • In-depth knowledge of HR best practices together with working knowledge of HR systems. 

  • You are dynamic and used to working in a fast paced and demanding environment. 

  • You are committed to an inclusive culture that encourages and supports the diverse voices of our employees. 

  • You are people oriented; results driven with excellent communication skills 

  • You are a team player and able to motivate and inspire people to work towards a common purpose. 

  • You have an open and active mind set, with cooperation, coordination and performance management skills, whilst also being able to work independently. Furthermore, you are strong on planning and project management capabilities. 

  • You have the ability to travel to the field approximately 20% 

  • Excellent command of the English language is mandatory. French language skills are highly desirable.

We offer 

This position serves as interim cover for a period of 7 months; thus, the contract duration will align with this timeframe. 

If you are based in the Netherlands: 

A gross monthly salary in scale 16 with a current salary range between 4,025 and 5,541 euro. Your exact salary will depend on relevant work experience.
