HRA Coordinator (Country Programs) 

Preferably Amsterdam based 

 

Place in the organisation 

In this role, you will be leading the HR Advisor team, which functionally supports HR Coordinators (referred to as HRCos) and HR teams in MSF OCA country programs, with the ultimate aim of supporting operational objectives. You are responsible for the quality assurance of HR operations in country programs, within the defined scope, by monitoring and improving the HR support. 

 

Main Responsibilities and Accountabilities 

 

  • You drive the long-term continuity and quality of the HR support provided to the country programs, by ensuring your team has the right skills and capabilities available, can provide the support and institutional memory to staff in countries of operation, within the defined scope. You select, hire, develop and retain the necessary talent.  

  • You understand ways of working in country programs, you keep yourself informed on developments in the area of HR and use these insights to define new policies and/or ensure the guidelines are in place for the organisation of HR processes in country programs.  

  • You guide the adaptation of policies to local situations. You analyse complex situations, not yet covered by policies, to come up with alternative solutions and/or decide on an approach.  

  • You assist the Deputy Staff Director to shape an overall strategy for HRM. You drive changes following the strategic direction of OCA regarding staffing and HRM, balancing these changes with day-to-day performance.  

  • You work closely and align with Operations teams and advise them on HR matters, if needed you act as an OST member for HR. 

  • You produce reports to provide insight and enable decision making and contribute to the development of OCAs annual planning and midyear reviews. 

  • You lead the team through organizational change and develop a plan to best support the country program HR teams in the change process. 

 

 
Candidate Profile 

  • HRCo experience (ideally in multiple contexts) 

  • At least 5 years' experience of HR at a senior level 

  • In-depth knowledge of the MSF/ OCA ways of working/ policies in country programs in HR 

  • In-depth knowledge of HR best practices together with working knowledge of HR systems. 

  • You are dynamic and used to working in a fast paced and demanding environment. 

  • You are committed to an inclusive culture that encourages and supports the diverse voices of our employees. 

  • You are people oriented; results driven with excellent communication skills. 

  • You are a team player and able to motivate and inspire people to work towards a common purpose. 

  • You have experience navigating and guiding a team through organizational change.  

  • You have the ability to travel to the field approximately 10% of the time 

  • Excellent command of the English language is mandatory. French is considered an asset

We offer 

 

If you are based in the Netherlands: 

A Dutch employment contract, based on 40 hours per week. It is a one-year contract with a renewal option. 

A gross monthly salary in scale 17 with a current salary range between 4,665 and 6,422 euros. Your exact salary will depend on relevant work experience.
