A day in the life on a Country Programmes ICT Advisor
The day of Country Programmes ICT Advisor can be anything but routine; the types of needs are as ample as the cultural diversity from the portfolio of countries you work with.
As an ICT Advisor you will dedicate part of the day to specific projects you get assigned to; you will hold meetings with colleagues from HQ, countries of operations or other MSF sections to align on technologies and actions we are bringing to the country programmes.
Technically, you will be supporting our ICT colleagues in the field, either when they escalate an ICT request or when they look for advice to either approach a need or bring an improvement to their setup; we also have other teams to further escalate and get supported, as well as channels to reach out to suppliers when needed.
Occasionally, an urgent topic will come to your desk to change your day plan, but sorting out urgent topics gives a great feeling of accomplishment and gratitude from your colleagues.
It is not every day, but you will visit a set of country programmes; those days are a bit different as you will be more focused on the specific country work, while the rest of the team handles the workload coming from other countries you were working with; this is an opportunity to familiarize more with the country context and witness a bit of what the organization is doing for the beneficiaries.
In the office you also get to chat with colleagues from other departments while grabbing a coffee or having lunch. It is also a way to know more about the organization and to be aware of outstanding needs.
You will promote our vision of the future of IT amongst the stakeholders and engage in occasional training activities for our first line support staff, to make them aware of upcoming developments.
Main responsibilities
You are a focal point regarding ICT for staff in the countries of operation as well as for different departments in OCA.
You support and oversee (from HQ) our ICT officers work in their local country programme locations through functional management;
You maintain an effective relationship with different stakeholders and your remote teams, and you are aware of the challenges in the countries of operation. You gather information on specific situations, analyse the issues and advise directions for solutions, if needed also to initiate, customize, and make improvements to (new) tools.
You contribute to the development of our IT country programme knowledge base and improving best practices;
You overcome the problems and resistance regarding ICT tools and procedures in the country programs, by advising on, supporting and sustaining the implementation thereof. You are based in OCA and visit your teams/ projects in the countries of operation every year or when needed.
Initiate change and maintain an integral and coherent policy of country programme ICT while developing guidelines, protocols etc. to support it;
Facilitate the ICT training of country programme ICT officers and logisticians and the development of ICT knowledge transfer material;
Improvements in data security in country programs, by implementing standards, policies, protocols and procedures;
Be available for country programme deployment on technical, training and/or emergency assignments, potentially a few weeks at a time.
Candidate Profile
You have a master's or bachelor's degree in computer science or related field;
At least 5 years of experience in IT support and 2 years in an IT management role;
You have knowledge and experience with the following technical areas:
Active Directory;
Networks Administration [Certification/s on Fortinet];
Windows and Linux Servers setup and management;
Virtualization [Hyper-V];
Microsoft System Centre Configuration Manager and/or Microsoft Deployment Toolkit;
Identity and Access Management;
Automated hosts monitoring solutions [Zabbix]
Knowledge and experience in Mobile Devices Management [MS Intune]
Knowledge and experience with power and energy systems are considered as an asset.
Knowledge and experience with satellite and radio equipment
An ability to look at the bigger picture in terms of vision and ICT landscape;
Fluent in English, written and spoken; French will be considered an asset;
Strong communication skills when dealing with 3rd party vendors, stakeholders, management, trainings delivery and supporting tools updates for the broader audience.
You’re an excellent team player;
Ability to take ownership of IT projects, managing and leading them to successful completion.
Experience working in different countries, with a strong understanding of and respect for diverse cultures.
Experience within MSF or another humanitarian organization will be considered an asset.
We offer
An employment contract based on 40 hours per week. It is a one-year contract with a renewal option.
Compensation package and benefits will depend on the country of domicile and the local labor law.
