With immediate effect, our HRM department is looking for a:  

 

Mobile Staffing Specialist (2 positions) 

(Preferably based in Amsterdam or within CET time zone) 
 
 

 

Purpose of the job 

 

The OCA team of Mobile Staffing Specialist coordinate matching, staff development & talent management, and workforce planning for OCA’s International Mobile Staff. Mobile Staffing Specialists are responsible for specific pools of staff (e.g., pool of doctors, pool of logisticians, etc.). They work closely with the Human Resources Coordinators in the field, Operations in HQ and field, the Human Resource Officers (HROs) in partners sections, Learning & Development and beyond. For all content/technical questions regarding field positions, Mobile Staffing Specialists work closely with the technical support departments.   

 
 

Responsibilites and activities 

 

  • Your job is to make optimal matches of candidates to positions, balancing individual traits (competencies, availability and wishes), position requirements and other concurrent vacancies. 

  • Advice to Operations and OCA support departments on global internationally mobile staff position planning and workforce design 

  • You maintain insight in demand and supply, current and future, of people for country programs. You play a key role in executing OCA’s field staffing strategy. 

  • You maintain an understanding of what positions in country programs entail and ask from people in terms of knowledge, skills and competencies. You advise on a planning that balances the needs for experienced staff with the inflow of new candidates 

  • Individual matchings (binding agreements) of staff to positions (depending on the position, in agreement with OR in consultation with; country programs, support department specialists, and partner sections) and handover to ISSO team 

  • You liaise with partner sections/staff to understand staff wishes and profiles and to get feedback on the country/position context and team functioning. 

  • Advice to (Field) HR management on workforce policies and processes in relation to the staffing strategy for internationally mobile staff and supporting HR/IT systems and planning tools 

  • You promote growth of staff skills, to ensure the development of specialists and future leaders, creating mutual benefits for MSF and international staff. You develop talent programs to this end 

  • You ensure partner section recruitment and career management teams are aware of the generic profile requirements, position specific requirements and expected future needs. 

 

 
Candidate Profile 

 

  • BSc/ MSc in (an area related to) one or more of the specific/technical profiles or an equivalent professional experience

  • Previous experience in pool management, and/or career management is a strong asset

  • MSF experience is required. Broad practical knowledge of MSF country programs Intercultural literacy to navigate with diverse stakeholders 

  • Fluency in written and spoken English is required.  Fluency in French or Arabic is an added value 

  • Transversal competencies:

We offer  

 

If you are based in the Netherlands: 

A Dutch employment contract, based on 40 hours per week. It is a one-year contract with a renewal option. 

A gross monthly salary in scale 15 with a current salary range between 3,529 and 4,858 euro. Your exact salary will depend on relevant work experience.
