Fin/HR Manager 

 

The Fin/HR Manager is responsible for the implementation of Human Resources policies in the project and the Administrative Management of all staff working in the project (including those recruited locally and internationally), along with the proper implementation of financial administration, management and control in the project.

Objectives and responsibilities of the position

As a FinHR Manager in a country program, you will be planning all HR and Finance activities and:

  • In close coordination with the Project Coordinator and the HR Coordinator, calculate the HR operational needs and the associated budget to efficiently ensure the project's required sizing and capabilities and facilitate budget follow-up. 
  • Plan, supervise and ensure the implementation of the staffing processes (including recruitment, training, briefing, induction, evaluation, development and communication) of the project staff, in close coordination with the HRCo 
  • Support the project line managers in staffing processes to improve staff capabilities, contributions to mission goals, active participation and MSF commitment.
  • Advise on set-up and updating the project's organizational chart and job descriptions and assisting the PC, and/or team leaders and supervisors to draw up annual holiday planning and staff shifts in order to forecast HR needs and to ensure HR availability for the project activities.
  • Ensure hiring, carry out amendments and contract termination formalities for employees at project level, according to labour local laws, managing individual employee files, informing them on their rights and preparing all mandatory tax declarations, in order to ensure legal compliance of the project activities.
  • Supervise/perform payroll procedures, ensuring correct entry of all data related to monthly salary calculation of employees of the project.
  • In close collaboration with the Project Coordinator and HRCo, look for options to avoid/solve possible labour conflicts in the project. 
  • Is responsible for all movements and/or accommodation of staff in the project. Ensure that MSF staff who have financial responsibilities are aware of and comply with local finance procedures, including those related to security. 
  • Ensure that project finance activities are carried out in line with OCA and mission finance policies & procedures, for example cash & safe management, advances management, authorizations (expenses and payments), payments (cash, bank & cheque), cash flow management, etc. 
  • Is responsible to assess and suggest mitigation measures of the financial risks of the project. 
  • Ensure that reliable internal control systems are in place, and financial ethics are respected within the project. 
  • Ensure proper and timely day-to-day bookkeeping takes place in the accounting software per MSF OCA Chart of accounts
  • Ensure proper bookkeeping support documentation (hardcopy invoices/receipts, PO/PL/contract as applicable) is available for each bookkeeping entry. 
  • Ensure that daily and monthly bookkeeping closure takes place in line with the standard procedure, with due quality and on time.
  • Support Project Coordinator and the Finance Coordinator with budgeting and monthly budget control activities, in order to ensure that funds are used in line with last approved budgets.  

Requirements 

  • Desirable degree in finance, management (business, HR) or administration.
  • Essential working experience of at least two years in relevant and similar jobs.
  • Desirable working experience with MSF or other NGOs, in developing countries.
  • Essential working language of English is required
  • Essential computer literacy (word, excel, internet)
  • Desirable HR and Financial (MSF) software knowledge, or willingness to learn.

Assets 

  • A good command of the French, Arabic and/or Spanish language
