Program Background
DT Global has been engaged by Australia’s Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to December 2027.
APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.
The program aligns with Government of Papua New Guinea (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’. APLJ will focus on three End of Program Outcomes (EOPOs):
EOPO 1 - Community Safety and Access to Justice at the Local Level: Communities in target locations, especially women, children, persons with disabilities, vulnerable people and those accused of sorcery, have improved access to selected justice and support services.
EOPO 2 - Law and Justice Services Supply: Responsible law and justice sector agencies increasingly provide selected inclusive, responsive, and accountable essential law and justice services in target locations.
EOPO 3 - Leadership, Coordination and Accountability: Responsible law and justice mechanisms demonstrate improved sectoral leadership and coordination of national and subnational law and justice services and improved sector integrity systems.
APLJ has a strong focus on addressing gender equality, disability equity and social inclusion (GEDSI): this includes continued and strengthened attention to Gender Based Violence (GBV[i]) and strengthened opportunities for women in leadership, as well as increased focus on the engagement of persons with a disability and other particularly marginalised populations.
The program will continue Australia’s support to law and justice development in up to seven locations.
DT Global is working in partnership with Clear Horizon, an Australian-based advisory firm, to bring a robust MERLA methodology to assess APLJ progress and performance, drive knowledge and learning, and promote continuous program improvement.

The Role
The ARoB Lead will play a key leadership and coordination role working with the Autonomous Bougainville Government (ABG) and GoPNG, to support the implementation of high priority initiatives as agreed with the law and justice sector, including those under the Shaping Bougainville Justice (SBJ) project to progress the development of a customised law and justice sector in Bougainville.
The role will lead a team of highly professional advisers and support staff in ARoB, ensuring achievement of agreed objectives and continuing Australia’s support deliver strongly on outcomes and manage transition and change.

About You
The preferred candidate will meet the following Selection Criteria:
· Tertiary qualifications related to program management, law and justice, gender/social studies, international development.
· Strong technical background in a field related to the role, such as community/civil society engagement, social and behaviour change, law and justice, gender and inclusion, addressing gender-based violence.
· Experience in the design and delivery of program activities that support law and justice service delivery and/or community-led activities.
· Experience delivering outcomes or advocacy for gender equality and or disability equity.
· High-level interpersonal skills, including verbal and written communication, and an excellent ability to develop and maintain effective relationships with senior law and justice officials.
· Ability to provide clear leadership, management and strategic direction to the team of advisers and program support staff to deliver ARoB outcomes and manage and resolve performance issues should they arise.
· Demonstrated ability to work sensitively in a complex, post-conflict environment.
