Program Background
DT Global supports the implementation of PROSIVU on behalf of the Australian Government.
PROSIVU is the next phase of Australia’s governance support to Timor-Leste. The program will extend Australia’s longstanding partnership with Timor-Leste in support of good governance and economic policy development. It is Australia’s primary program for providing support to Timor-Leste’s central government agencies and economic line-ministries.
The goal of Australia’s Timor-Leste development program is to support the Government of Timor-Leste (GoTL) to achieve the social and development outcomes from its Strategic Development Plan. PROSIVU will contribute to this goal through three end of facility outcomes:
(a) stronger, more inclusive economic growth.
(b) sustainable public finances; and
(c) better public administration.
These three outcomes constitute the basis of PROSIVU’s three workstreams.
The aim of support for stronger, more inclusive economic growth is that central agencies and line ministries invest in evidenced based and inclusive economic development policies and projects that have high economic and social returns, improve outcomes for the poor and improve equality and social inclusion.
The aim of support for sustainable public finances is central agencies, led by the Ministry of Finance and Prime Minister’s Office, improve the performance and inclusivity of public expenditure, and diversify and increase domestic revenue collection.
The aim of support for better public administration is central agencies, led by the Civil Service Commission and the Presidency of the Council of Ministers, develop and invest in policies, systems and capacity to ensure public administration is inclusive, effective, performance-driven, and responsive to the needs of citizens, the private sector and civil society.

Objectives of Role
The SPS Adviser will support MALFF in building the required technical, regulatory and institutional capacity to meet its national and international sanitary and phytosanitary commitments, enabling the accession and integration into WTO and ASEAN trade blocs.
Roles and Responsibilities
In close collaboration and coordination with PROSIVU advisers, TLBDP, AVR teams and other DFAT relevant programs and development partners, the SPS Adviser provides direct support to the Directorate-General of the Agribusiness, Food Security and Cooperation Unit (UASAC), the National Directorate of Veterinary (DNV), the National Directorate of Agriculture, Horticulture and Plant Protection (DNAHPP), the Quarantine and Biosecurity Unit (UQB) and other relevant Government bodies in carrying out the following tasks:
Accession to and implementation of ATIGA and SPS Agreement
Review and improve, if needed, the existing checklist for Timor-Leste’s implementation of the SPS Agreement in harmonisation with ASEAN commitments under Chapter 8 of the ATIGA.
Strengthening Institutional Capacity
Develop an SPS Certification Capacity Building Plan including Standard Operating Procedures for UQB in its certification competency, and for DNV and DNAHPP on their respective technical consideration and recommendations.
Coordination, collaboration and reporting
The position is imbedded full-time in MALFF and in close consultation with the National Directorate of Veterinary (DNV), the National Directorate of Agriculture, Horticulture and Plant Protection (DNAHPP), the Quarantine and Biosecurity Unit (UQB) and other relevant Government bodies including Customs Authority.
Work closely with PROSIVU teams on matters relevant to SPS and Timor-Leste’s accession to WTO and ASEAN;
GEDSI
Seek opportunities and recommend ways to promote gender equality, women’s empowerment, disability and social inclusion in all aspects of the work (legal, policies, systems, programs and budgets).
General
Comply with Australian Government and DT Global policies on gender and social inclusion; child protection, disability, sexual exploitation, abuse and harassment, workplace health and safety, environment, anti-bribery and anti-fraud.

About You
Education, Essential Experience, Skills and Knowledge
A degree in any of these fields: veterinary/animal health science, plant science, food science, agricultural science or related field. A relevant post-graduate degree would be an advantage;
A minimum of 10 years of direct professional experience in SPS, preferably with a government or in an international organisation setting;
Proven experience in the development, implementation or harmonisation of national SPS-related plans and policies;
In-depth technical knowledge of the international SPS standards and regulations, including those established by ASEAN, WTO, IPPC, Codex and WOAH.
Desirable Experience and Knowledge
A strong understanding of international agreements on SPS-related matters including the SPS Agreement and Chapter 8 of ATIGA;
Technical knowledge of SPS-related measures in trade facilitation;
Prior experience in SPS-related trade negotiations;
Fluency in Tetun and/or Portuguese desirable, or willingness to undertake a 45-hour Tetum language course within the first quarter of the contract period.
