About the Australia–PNG Law and Justice Partnership (APLJ)

APLJ is the next phase of Australia’s investment in strengthening the delivery of law and justice services in PNG 2024-27. 
APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.
The program aligns with the Government of Papua New Guinea (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’. 

Objectives of the Role


The APLJ Team Leader will provide overall strategic leadership and management to the program, ensuring effective implementation, achievement of end-of-program outcomes, delivery of contract milestones and adherence to the principles outlined in the head contract. The Team Leader will foster strong partnerships with the GoPNG, DFAT, and other stakeholders, promoting PNG-led solutions and ensuring the attribution of the Australian government as the donor. The Team Leader will integrate GEDSI and Monitoring, Evaluation, Research, and Learning (MERLA) considerations throughout the program cycle. This role will provide overarching strategic direction and leadership to the APLJ team, ensuring alignment with the program's objectives, the head contract, and Australian government development priorities.  It will cultivate and maintain strong partnerships with the GoPNG, DFAT, Australian High Commission, and other key stakeholders.

About You

  • Postgraduate qualifications in a relevant field such as law, governance, public policy, or international development.
  • Extensive experience in leading and managing complex development programs, preferably in the law and justice sector.
  • Demonstrated success in building and maintaining strong partnerships with government agencies, civil society organisations, and other stakeholders.
  • Proven ability to provide technical leadership and guidance on law and justice issues or related international development sector/issues, including experience in promoting gender equality and disability inclusion.
  • Exceptional strategic thinking, analytical, and problem-solving skills.
  • Excellent communication, interpersonal, and negotiation skills.
  • Strong commitment to fostering a collaborative, inclusive, and empowering work environment.
  • Experience in managing relationships and difficult conversations, from staff performance to partner and stakeholder expectations.
