AMDAL Reviewer – Short Term Adviser
Program Background
The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by DT Global. KIAT’s overarching goal is to support ‘sustainable and inclusive economic growth through improved access to infrastructure for all people’. To support this goal, KIAT works with the Government of Indonesia (GoI), Government of Australia, the private sector, Multilateral Development Banks (MDB) and other development partners, as well as civil society to help achieve the following outcomes:
1. Improved GoI policy and regulatory framework for infrastructure development
2. High quality projects prepared and financed by GoI, the private sector and / or MDBs
3. High quality infrastructure delivery, management, and maintenance by GoI
4. Infrastructure policies, design and delivery are more inclusive for women and people with disabilities
5. Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure
The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability, and Social Inclusion (GEDSI); and Infrastructure Funding and Financing. KIAT is also expanding its infrastructure activities in the areas of climate change, urbanisation, and private sector participation.

The Role
Under its EOFO 2, KIAT supports preparation of infrastructure projects both for government funding and private financing under innovative financing schemes. This project preparation often includes the preparation of environmental and social assessments and management plans, to meet either regulatory, donor or other financier requirements. While the preparation of these assessments and plans is the responsibility of subcontractors, KIAT requires assistance to review the documentation.
The AMDAL Reviewer will provide KIAT with comprehensive reviews of project-level environmental and social assessments and management plans for projects where KIAT is support project preparation. Depending on the applicable requirements, this may include conducting reviews of:
• Analisis Mengenai Dampak Lingkungan (AMDAL); and/or
• Upaya Pengelolaan Lingkungan dan Upaya Pemantauan Lingkungan,(UKL-UP)L; and/or
• Environmental and Social Impact Assessments (ESIA).

About You
Essential
· A Degree in Environmental Science, Environmental Engineering and/or other related fields of specialisation
· At least ten (10) years of experience in undertaking environmental and social impact assessment and developing environmental management plans for infrastructure projects
· A strong understanding of the AMDAL (UKL/UPL) requirement process
· An understanding of the environmental and social safeguard standards of multilateral agencies such as the World Bank, the International Finance Corporation, the Asian Development Bank, and others
· Excellent verbal and written communication skills in English and Bahasa Indonesia.
Desirable
· Familiarity with ESG (Environmental, Social, and Governance) Framework for Indonesia’s Infrastructure Financing
· Familiarity with Dokumen Perencanaan Pengadaan Tanah (DPPT) and Land Acquisition and Resetlement Action Plan (LARAP)
· Prior experience working with international development programs, including familiarity with their operations.

Remuneration
Successful Indonesian nationals will be engaged under a local contract in IDR, and will be subject to Indonesian employment regulations and tax obligations.
