Project Background: DT Global is excited to implement the Transition Initiative for Stabilization Saddex (TIS3) program, which aims to support Somali communities in establishing the initial governance and safety conditions necessary to address the long-term social, economic, and political causes of Somalia’s instability by reducing the factors that enable violent extremist organizations to gain and maintain influence. The main objectives of the program are 1) Citizen engagement in political, economic, and security decision-making increased, and 2) Increase community’s ability to manage conflict peacefully.
Position Overview: The Operations Director must be responsible for all operations including administration, logistics, procurement, property, and database oversight. The Operations Director must ensure that implementation is in accordance with USAID regulations and procedures and the specifications determined in the Contract. This must include monitoring grantee worthiness, ensuring that all procurement processes are perceived as transparent by beneficiary communities, assuring fair and transparent procurement processes, review of financial management, and monitoring grant implementation. S/he must assure that the most reasonable, fair, expeditious, and appropriate procurement choices are made pursuant to USAID rules and regulations S/he must supervise the daily operations of the contract, handle all human resource issues, supervise the day-to-day implementation of all TIS3 activities, and investigate and identify new ways of achieving efficiencies. The Operations Director may step in as COP or DCOP when they are on leave. This position will split time between both Mogadishu, Somalia and Nairobi, Kenya.
Tasks and Responsibilities:
- Manage the day-to-day operations of TIS3 and supervise DT Global’s day-to-day presence in the areas of operations (including the project's facilities such as office space, equipment and project vehicles), administration, logistics, procurement, budgeting and financial accounting
- Ensure that program implementation is in accordance with USAID regulations and procedures DT Global policies and standards, including driving fair and transparent procurement, assuring sound financial management, and overseeing efficient operations that support program activities
- Supervise the procurement and logistics teams to implement efficient and compliant procurements and coordinate the logistics of the program’s activities and operations, including the movement of procured goods, on time delivery of goods and services, international and in-country travel, and fleet management.
- Supervise the daily financial operations of the program, which include cash flow management, payments, tax obligations, financial reporting to USAID upon request, and regular monitoring of obligations, budgets, and expenditures to ensure continuous liquidity.
- Work closely with the Chief of Party on forecasting project burn rates and oversee the submission of accurate and timely DT Global Corporate financial reports.
- Oversee the Human Resources department to ensure up to date DT Global human resources policies and procedures; sound management of local staff employment contracts; time sheets; international staff visas; and managing all requirements for DT Global to legally operate.
- Manage relationships with IT and internet service providers, working with both vendors and IT staff to ensure efficient functionality of DT Global’s IT infrastructure
- Supervise operations and administrative support staff responsible for assets and facilities management, stock supplies, service contracts, leases, and other tasks essential to the daily functioning of an office.
- Coordinate with the DT Global’s Home Office on all compliance issues, seeking legal and policy guidance on all issues confronting the program and developing solutions to overcoming these challenges
- Oversee day-to-day security management of the program, working with local security staff, security service providers, and Home Office Global Security to ensure that the program is adequately protected against external threats and that policies and procedures are in line with the local context
- While not directly responsible for overseeing activity development, the Operations Director will be expected to have a good grasp of the programmatic aspects of the program and be prepared to step in as needed to support the COP and other program staff in program development and implementation
- Other tasks as assigned by supervisor.
Education & Minimum Qualifications:
- A Bachelor’s degree in international development, economics, business, finance, logistics, or other relevant field required.
- Eight (8) years of progressively more responsible work experience managing financial and operational components of development programs
- Experience with in-kind activities or small grants under contract activities and has prior work experience in security challenged environments.
- Experience in contracting, human resources, administration, finance, and logistics
- Fluency in DT Global’s and USAID’s policies and procedures in regards to human resources, financial management, financial reporting, and procurement processes, and systems is preferred
- Previous experience working on rapid transition activities in insecure environments and/or closed societies is desirable
- Experience working in Somalia is preferable
- Significant work experience in the design and implementation of office policies and procedures
- Experience in preparation and execution of large procurements, from tender through award
- Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close-out
- Experience training and mentoring staff
- Demonstrated procurement management, planning and communication skills
- Effective written and oral communication as well as interpersonal skills
- Demonstrated problem solving and analytical skills, ability to work under deadlines, and good judgement
- Be proactive, have strong prioritization skills, and ability to work in a diverse, multi-cultural environment
