Program Background:

DT-Global is contracted to the Australian Department of Foreign Affairs (DFAT) to deliver infrastructure programs in Papua New Guinea.

Papua New Guinea and Australia have committed to work together to improve Technical Vocational Education and Training (TVET) sector outcomes and to grow the number of skilled workers to enable Papua New Guinea to seize economic growth opportunities. This includes working together to support agreed education infrastructure priorities.

DFAT has agreed to respond to a request from the Government of Papua New Guinea (GoPNG) to support technical high school infrastructure development for a technical secondary school in Morobe Province.

A list of proposed infrastructure and associated activities to be provided to the selected school has been agreed including:

  • Construction of a new two-storey Tourism and Hospitality building featuring four classrooms to use the building
  • Construction of a new, sustainable ICT laboratory/‘Flexible Learning Centre’
  • Associated fit-outs, selected minor renovations and repairs

DT Global will support the school in undertaking these activities through a two-phased approach as follows:

  • Phase 1: Masterplanning and feasibility/concept design
  • Phase 2: Detailed design and Implementation

The proposed project will be delivered in partnership with Australia’s other skills and infrastructure investments

Phase 1 of the project will be facilitated by a Technical and Vocational Education (TVET) Infrastructure Design Specialist.

The Role

The Technical and Vocational Education (TVET) Infrastructure Design Specialist will work with DT Global and other project stakeholders to support implementation of Phase 1 of the project.  A consulting architect will also be engaged by DT Global to support the project, based on a design brief to be prepared by the Design Specialist in consultation with DT Global and project stakeholders.

Location

  • The consulting assignment will involve several visits to the school site of approximately two weeks duration.  Remaining inputs, including the bulk of report writing, will be delivered remotely from home.

About You

Selection Criteria

General

  •        Qualifications in education or infrastructure (architecture, engineering etc)
  •        Experience delivering TVET projects with an infrastructure component
  •        Experience in conducting educational infrastructure project feasibility/design studies and preparing related reports. Relevant experience in the education and TVET infrastructure sector in PNG would be an advantage
  •        Proven track record of identifying risks and implementing effective mitigation strategies 
  •        Strong abilities in stakeholder engagement and management, preferably in the Pacific and PNG context
  •        Ability to collaborate and work effectively with remote stakeholders
  •       Ability to work to deadlines and produce quality written deliverables, conveying complex information in a manner easily understood by non-experts
  •        Experience working in Papua New Guinea, the Pacific or similar context.
