Program Background

 

The Solomon Islands Infrastructure Program (SIIP) is a 10-year infrastructure program funded by the Australian Government. The program intends to improve the quality and accessibility of infrastructure across the provinces, delivering outcomes that contribute to broad-based, inclusive and sustainable economic growth. At the conclusion of SIIP, it is expected that two End of Program Outcomes (EOPOs) will have been achieved:

 

  • EOPO 1: the Solomon Islands will have enhanced capacity to plan, manage, finance, construct and maintain critical economic infrastructure.
  • EOPO 2: the program will have left a legacy of high profile, resilient and accessible infrastructure assets in a range of sectors across the country that support inclusive economic growth.

The Role


The Safeguards & CCDR Coordinator will support the Climate and Community Manager to implement, monitor and report on the Environmental and Social Management Framework (ESMF) and Climate Change and Disaster Resilience (CCDR) Strategy. This position is for someone early in their professional career who aims to develop skills and knowledge in safeguarding practices, policies and procedures.

 

Roles and Responsibilities

 

  • Assists the Climate and Community Manager to implement the SIIP ESMF and CCDR Strategy, with technical support from the CCDR and Safeguards STAs and DT Global Safeguards resources as required.
  • Assists in the implementation of environment and social safeguarding policies, regulations and procedures through the project life cycle.
  • Participates in project scoping, community and stakeholder consultations for proposed or active infrastructure projects.
  • Assists in assessing and identifying safeguards and CCDR key risks during project scoping missions.
  • Ensures that the Safeguards Risk Screening tool for each infrastructure project is kept up to date.
  • Inputs into the review of project documents (e.g. Contractor Environment Management Plan and Climate Change and Disaster Vulnerability Assessment Report) to ensure they reflect and comply with the Program’s approach to safeguards and CCDR.
  • Undertakes safeguards and CCDR monitoring on SIIP projects, including regular liaison with the activity leads, project managers, site supervisors and sub-contractors.
  • Assist SIIP in managing project related grievances through its Grievance Redress Mechanism.
  • Supports training sessions on safeguarding awareness for SIIP, compliance training for subcontractors and delivery partners.
  • Work with the Climate and Community Manager to promote awareness and build capacity for the observance of safeguards and CCDR as part of good infrastructure planning and delivery.
  • Work with the Capacity Development team in the delivery of safeguards capacity development activities.
  • Helps maintain accurate records and documentation related to safeguarding cases.
  • Assist with the collection and communication of CCDR and safeguards data in conjunction with the MEL team.
  • Work with the Communications team to identify opportunities for public diplomacy stories.
  • Other duties as requested by the Climate and Community Manager, Safeguards and CCDR STAs and Leadership team.

About You

 

Essential Experience and Knowledge

  • Relevant qualifications in Environmental Science, Environmental Management or a related field.
  • Willingness to learn and implement relevant Solomon Islands Government, DFAT and DT Global safeguards legislation, policies and procedures.
  • Strong communication and interpersonal skills.
  • Ability to work collaboratively in a team environment and maintain productive working relationships.
  • Proficient in research and analytical skills.
  • Computer literacy and experience with online data collection tools.

Preferrable

  • One to two years relevant work experience in identifying and monitoring environmental (including climate and disaster) risks and/or social risks.
