Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups 

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanagh Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role

PHP Developer (Front End) will assist SKALA and its government counterparts, especially BAPPENAS and MOHA by providing expertise and technical input on the improvement and implementation of SEPAKAT (village and district level) and all the supporting applications. The Consultant will be working with Full Stack Developer and other technical team during the development of SEPAKAT especially on for the front-end interface and all the supporting applications and collaborate with other ministries to produce tools that help regions obtain relevant data and information using Registrasi Sosial Ekonomi (REGSOSEK) data. The consultant will also assist in the continuation for the development of Regsosek Data Access Request Platform.

About You

Specific Responsibilities

  1. Ensure high quality UI standards and consistency across SEPAKAT application menu.
  2. Collaborate with back-end developers and full stack developer to improve usability and overall UI/UX.
  3. Design mobile-based features for SEPAKAT or Regsosek application.
  4. Provide analysis and overview on the status of SEPAKAT app and identify further improvement needed to ensure enhancement of the system and readiness for designing and implementing performance applications, identifying, and fixing bottlenecks that may arise from inefficient code.
  5. Work with the team to improve and maintain the integrated system from the front-end, back-end programming, and database design.
  6. Working to defined project plans and timescales in an agile environment, with the help of our team.
  7. Working with internal stakeholders to understand and resolve software problems independently, with minimal supervision.
  8. Provide on-call technical supports to SKALA and local government during application testing, usage, maintenance, and modification.
  9. Other tasks as requested by SKALA and local government.

 

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

 

Deliverables

  1. Monthly report and progress update
  2. SEPAKAT web app and its source codes (via Git).
  3. Documentation of Bugs, Issues and testing reports
  4. Wireframe and application manual that has been developed and updated
  5. Documentation of developing, testing, and deploying SEPAKAT web app from the source codes.
  6. User manual for new application or update application
  7. Frequently asked questions and answers for new application or update application

 

Relationship Management 

The role will be working closely with the Data and Analytics team and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. 

 

Selection Criteria

Essential

  1. Bachelor’s or Master’s degree in computer science, Information and Technology, or related field with minimum 10 years experiences.
  2. Experience with CodeIgniter Framework and its ORM is a plus.
  3. Proficient understanding of code versioning in Git
  4. Familiarity with event-driven programming in PHP and API integration
  5. Applied knowledge of Object-Orientated Programming concept (OOP) and microservices is a plus
  6. Experience with CI/CD pipelines or using automation for the deployment process.
  7. Basic experience with Docker and Kubernetes
  8. Excellent skills and proven experiences in software engineering and security best practices.
  9. Excellent interpersonal skills and written and verbal communication skills.
  10. Excellent problem-solving skills and ability to work both independently and as part of a team to achieve goals.


Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
