Program Background

 

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

 

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara (Kaltara), Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and Gender Equality, Disability and Social Inclusion (GEDSI).

The Role

The Gender Mainstreaming Specialist will support the GEDSI strategy under the guidance of Directorate KPAPO (Directorate of Family, Women, Children, Youth & Sports) Ministry of National Planning to operationalize gender mainstreaming policies at national and subnational levels by providing technical inputs and guidelines. This position will work with the team to provide technical support as required, particularly in the implementation of gender mainstreaming.

Within the GEDSI team, the Gender Specialist will work closely with GEDSI managers based on the direction and supervision of the GEDSI Lead to ensure timely and adequate technical support across various implementation teams.

About You

Specific Responsibilities

  1. Support on going activities against the targets set out as outlined in the SKALA’s work plan.
  2. Work closely with the GEDSI Managers on delivery, reporting and monitoring of the overall implementation of gender mainstreaming in all SKALA activities including specific intervention in the developing and implementing of national regulations on the gender mainstreaming as directed by the GEDSI Lead.
  3. Provide support on the strengthening of gender mainstreaming in various interventions which related directly with the Bappenas priority agenda such as: the development of national strategy for gender mainstreaming, the development of local action plan for gender mainstreaming, the development of module for training on gender mainstreaming in the government planning and budgeting and other relevant activities as needed.
  4. On behalf of SKALA, assist to liaise communication with the Bappenas team to ensure good coordination and collaboration in accelerating the government planning and budgeting that gender responsive, including coordination with the Ministry of Women Empowerment and Child Protection, Ministry of Finance, Ministry of Home Affairs and other related ministries
  5. Work collaboratively with the team to develop policy brief and other relevant publication to promote and advocate for policy improvement on gender responsive planning and budgeting.

 

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.
  • Undertake other duties as required by the Program.

 

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

 

Deliverables

  • Monthly report of the overall implementation of gender mainstreaming activities in the SKALA’s work plan in the national level.
  • Technical assistance and facilitation of the overall implementation of gender mainstreaming activities as directed by the GEDSI Lead.
  • Technical input to the Directorate of Family, Women, Children, Youth & Sports) Ministry of National Planning (Bappenas) related to gender mainstreaming regulation and implementation, such as gender data and analysis, gender mainstreaming in the government planning and budgeting, develop of national action plan for gender mainstreaming, develop of training module for gender mainstreaming etc as needed.
  • Technical input to Bappenas, Ministry of Women Empowerment and Child Protection, Ministry of Home Affairs and Ministry of Finance in implementation of gender mainstreaming in the all SKALA’s activities.
  • Technical input to develop policy brief and other relevant publication to promote and advocate the research result for policy improvement on gender responsive planning and budgeting.

 

Relationship Management

This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers. The position will report to the GEDSI Lead.

 

 

Selection Criteria

Essential

  1. Minimum bachelor qualifications in relevant discipline.
  2. Minimum 5 years of experience working with national government focus on gender mainstreaming in the government planning and budgeting.
  3. Minimum 2 years of experience working with DFAT and/or other donor funded projects.
  4. Has practical and technical understanding of gender analysis in the government planning and budgeting.
  5. Has practical to delivery of gender mainstreaming training for national and local government and non-government organization.
  6. Strong engagement skills with a wide range of government, non-government, and donor organisations; and a demonstrated ability to effectively communicate in a cross-cultural context.

Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
