About the Climate Finance Capacity Support Programme

DT Global delivers the Capacity Support Programme for MFAT. The scope of this programme is quite broad as its aim is to be responsive to the needs of Pacific Island countries. It includes providing personnel or training to assist with:

·     Delivering and reporting on the flexible finance provided by MFAT;

·     Developing/updating national climate change plans and reporting frameworks;

·     Developing an investment-ready pipeline of projects;

·     Delivering climate change priorities;

·     Improving climate finance reporting; and

·     Accessing a broader range of climate funding.

About the Role

The Land Use Planner will provide technical assistance to review and update the City Spatial Plan (CSP) and the Samoa National Urban Policy (NUP). The role will also support the development of Sustainable Management Plans (SMPs) that promote sustainable development and climate resilience in the Apia Urban Area. In addition, the Land Use Planner will ensure that land use planning aligns with Samoa’s development priorities, the Sustainable Development Goals (SDGs), and national climate commitments.

About You

Essential Experience and Knowledge

  • Advanced degree in Urban/Regional Planning, Architect, Land Use Planning, or related field

  • Minimum 7 years of experience in land use and spatial planning

  • Demonstrated experience in developing or updating urban policies and spatial plans

  • Proficiency in GIS, spatial data analysis, and mapping tools

  • Strong understanding of climate change integration in land use planning

  • Excellent stakeholder engagement and facilitation skills

  • Proven ability to deliver capacity-building and knowledge transfer

  • Knowledge of Samoa’s planning legislation and urban development policies

Desirable:

  •        Experience working in the Pacific region or small island contexts

  •        Familiarity with SDGs and climate adaptation frameworks
